The Time Center mission is to work collaboratively with its industry, government, and education partners to develop a comprehensive support system that will assist regional manufacturers to meet their current and future workforce needs, and to improve the technical and workplace support skills of new and existing technicians and workers.

Vision: The TIME Center is the preferred resource of manufacturing stakeholders in the Mid-Atlantic region for:
- State-of-the-practice education/training program offerings
- Skill standards and career pathway information
- Technical and workplace support skills assessments for new and existing workers
- Regional manufacturing industry and career awareness information
- Manufacturing career and job opportunities Identifying and introducing emerging manufacturing technologies (e.g. Profibus)
- Brokered consulting services in the area of workforce development
- Clearinghouse information on curriculum, instruction, industry certifications, and related industry data
